Skibitskii claims that the document, originally prepared in Russia, anticipates the evolution of the global political and military landscape until the year 2045. Within this forecast, there is a specific plan to divide Ukrainian territory into three parts. According to Skibitskii, the document was formulated by the Defense Ministry and the General Staff of the Russian Armed Forces around December of the previous year. It is designed to serve as a foundation for long-term defense plans for an extended period, specifically from 2026 through 2035, with a long-term perspective extending to 2045.
